ProofRelay is the verification and decision-record layer. It evaluates the structure and integrity of submitted evidence, records the result, and supports later inspection of the workflow record.
It does not create business authority, establish real-world truth, replace systems of record, or execute payment, dispatch, or another business action. Those remain explicit human and integration controls.
MCP and API interfaces are evaluation and integration surfaces, not a shortcut around tenant authorization or operational policy. An authorized system may consume an approved result only after its own policy and approval conditions are met.
What the system must earn
A later reviewer should know which checkpoint, policy context, and evidence set informed the recorded result.
Verification and operational action have separate authority boundaries, so a result cannot silently become execution.
Retries, duplicate submissions, partial delivery, and source-system drift need a reconciliation path, not an optimistic assumption.
Evidence and technical tools need a least-privilege contract that remains meaningful across integrations.
